TWC DVR Service Required for TiVo?

Is it true that I have to pay $12.95 for TWC's DVR service in addition to their CableCARD fee if I want to use a TiVo box (which comes with its own $15/mo fee)?

It seems excessive to essentially pay twice for DVR...

Not unless TWC changed a policy. You need to get an M-Card and Tuning Adapter from TWC. There will be a charge for the CableCard and the Tuning Adapters are free (at least they were last I checked).
