This doesn't appear in the guide but when I channel down from the test channel is appears as "STWRT". Any idea what network this is or why we can't see it?

Based on the call sign, I assume it's the channel they set up to play on the TVs in Stewart's stores.

This is actually the Stewart's Shops channel.
I work for Stewart's and all shops have cable boxes through TWC where we play the Stewart's channel all day. It's 45 minutes of YNN and 15 minutes of Stewart's advertisements/promos.
