Well seems this is a Cisco issue with the Tuning Adapter.

Supposedly software version 11.0g is being rolled out (although numerous problems about it not fully rebooting the TivoHD/series 3 but apparently a power plug comes in handy then), and that will address the pixellation with the SDV when people in your neighborhood change channels.
