I confirmed with a technical operations staffer at TWC that it is their intention to have CapitalNews9 in HD by the end of the 1st quarter of 2010.
This person also told me that News10 in Syracuse, Binghamton, & Watertown will he going HD soon, but only an SD upconvert with side panels like NY1.

More info:
NY1 will be 16x9 SD upconvert (no side bars) in October 2009. They are constructing an HD control room now for future use.
Capital News 9 and News10 are a couple of years away from having an HD control room.

So basically Capital News 9 will be ahead of Channels 10, 13 and 23. What an outrage.

No they won't. 9's "HD" channel will just be an upconvert of their SD feed, the same thing you get on the other local stations' newscasts (minus 6, of course) if you watch them on the HD feed. CN9 is a couple years away from getting an HD control room, according to Skaggs' post. Without an HD control room, they can't produce the news in HD.
