Which one would be the best one to contact about getting the CC1 byte reset?

None of the above. TW claims it's corporate policy yet not all their divisions (I believe Texas is one of them) set every CCI Byte to copy once. Your TW bill says you can complain to the NYS PSC but then if you do, the PSC will write back and say they don't oversee cable (only satellite and phone) and then will forward your complaint onto the FCC where it disappears into a black hole never to be seen again.
