I don't think Universal HD (1860) is part of the $3.95 HD Tier anymore. I've been getting it w/ my CC and my STB for some time now. (I formerly subscribed to the HD Tier when YES HD was included.)

I didn't really know where to post this so here it is.
The Weather Channel HD will be offering Local on the 8's (that are actually local) as well as other HD offerings sometime during the second half of 2008. Here is the e-mail I received from them:
Thank you for contacting The Weather Channel.
Local on the 8s in HD is coming!
The technology to produce a detailed Local on the 8s in high definition is currently under development. We expect to make available a completely re-designed Local on the 8s in HD with a new look and new content during the second half of 2008. In the interim, you should still be able to receive the same Local on the 8s that you have been getting in standard definition from your existing provider.

I just reset my box and they're not showing up. TW usually tends to add the HD channels late at night (after 11 or 12), so I wouldn't be surprised if they go live tonight.
I'm glad they're actually adding HD channels that people can get, instead of all those premium HD channels they've been adding lately. I wonder if they'll finally change HD Theater's call sign (DSCHD) on the guide now.

The channels are now live and yes they did change the HD Theater call sign to HDTHE. Also, the channels previously scheduled to swtich to SDV are now switched.
Some of the channels like Science HD and Animal Planet HD aren't filling the entire screen, certainly not letterbox but about an inch of black on each side of the screen.

The picture size that you are referring to is know as 14:9, some hd brodcasters will use 14:9 on 4:3 standard video when they upscale it, because 14:9 will only leave little black space on the sides but still shows almost all the picture with no stretch-o-vision, only zooming. It was nice to wake up in the morning today and see 3 new hd channels, but i really wish we can get some channels worth watvhing MTVHD, VH1HD, USAHD, and SCIFIHD
